Crowborough Taxi Driver Loses Appeal For Licence

A Crowborough taxi driver who appealed to the council to reinstate his licence, has lost his appeal and will pay ten thousand pounds in costs to the council.

Donald Richards of Ashdown Cars appealed to Wealden’s Licensing Sub-Committee after his licence was revoked on 15 November, 2019 for acting inappropriately towards a female passenger and assaulting another driver. 

He also continued to work following his ban.

On appeal, the committee concluded that Mr Richards was no longer deemed fit to hold a dual licence and it was revoked with immediate effect.

Brighton Magistrates refused Mr Richards’ appeal for the decision to be overturned following a three-day hearing which concluded on 13 August 2021.

Councillor Nigel Coltman, Chairman of Wealden’s Licensing Committee, said:

“We treat passenger safety very seriously”.

“Drivers and vehicles must be of a high standard to ensure public safety and confidence. As a Council, we will investigate any credible evidence which we receive that suggests Hackney Carriage and Private Hire licence holders are not upholding our high standards.”

As well as losing his licence, Mr Richards has been ordered to pay £10,000 towards costs incurred by the Council.
