New IT system could cost county council up to £1.5m

West Sussex County Council is preparing to spend more than £1m to replace its out-of-date business management computer system. The system, which is relied on by the council’s back office support services, payroll, human resources and financial processing, was bought in 2001 and is not good enough to support future business needs. A report from Katharine Eberhart, director of finance and resources,  said replacing the system would improve processing times. She added: "It will enable the council’s workforce to work more smartly and do more self-service. "This proposal aims to enable quicker and better information sharing and better decision making." The report said the new cloud-based system would have a life of around five years and would cost between £1m and £1.5m, with yearly licensing, support and maintenance costs of £500k-£800k. The current support and maintenance contract with software corporation SAP SE ends in 2021 and Bob Lanzer, cabinet member for economy and corporate resources, has approved plans to start looking for a new provider. Ms Eberhart’s report said a new contract was expected to be awarded by February 2020 and the new system up and running by April 2021. So far, £268k has been spent on consultants and a project manager. Councillors have until December 4 to raise any concerns, otherwise Mr Lanzer’s decision will take effect on December 5.
